SHORT HISTORY

1995

Establishment of the National Agency of Civil Liability Insurers of Vehicles and Urban Electric Vehicle Holders "ARCA".

1997

Accession of the National Agency "ARCA" to the Green Card International Insurance System as a transitional member in the Council of Bureaux established in London.

2001

Obtaining by the Agency "ARCA" the right to issue international insurance certificates Green Card under the conditions of the Financial Guarantees approved by the General Assembly of the Council of Bureaux.

2002

Suspension of the "ARCA" Agency from the International Green Card Insurance System.

2003

Restoration of the rights of "ARCA" Agency as a transitional member in the International Green Card Insurance System.

2008

Reorganization and further renaming of the “ARCA” Agency in the Professional Association “National Bureau of Motor Insurers of Moldova” (abbreviated NBMIM) in accordance with the provisions of Law no. 414-XVI of 22.12.2006 on the compulsory civil liability insurance for damages caused by motor vehicles.

2009

Obtaining by the NBMIM of the status of Full Member in the Council of Bureaux with the condition of maintaining the next 5 years the bank guarantee and the reinsurance program in accordance with the criteria of financial guarantees for transitional / monitored members.

2015

Application of the suspension sanction of the National Bureau within the International Insurance System Green Card, with the postponement of the entry into force of the sanction in question according to the decision of the CoB General Assembly.

2016

Revocation of the suspension sanction of the National Bureau within the Green Card International Insurance System.

2017

Maintaining by NBMIM of the Monitoring status in the International Green Card Insurance System based on the decision of the General Assembly of the Council of Bureaux.

2020

Lifting, starting with 1st of August 2020, of the NBMIM monitoring sanction, while maintaining the obligation to offer in favor of the Council of Bureaux the financial guarantees recommended by the CoB General Assembly. For the first time, the National Bureau of Moldova joins the COB working committees, the NBMIM Executive Director being designated by the 2020 General Assembly as co-Chair of the COB Internal Regulations Committee.

2023

For the first time from the adherence to the Green Card System, the NBMIM is part of the COB Supervisory Board, the Executive Director representing the South-Eastern Regional Group in this COB supervisory structure.

2024

Mitigation of financial requirements for the Moldovan National Office by reducing the External Financial Guarantee by 50% of the amount requested according to the financial criteria, with the approval in this regard by the 2024 COB General Assembly of Members.

Mission and Objectives of NBMIM

NBMIM fulfills the prerogatives and responsabilities of the National Bureau of Republic of Moldova in the Council of Bureaux of the International Green Card Insurance System, as they result from Law 106 of 21.04.2022 On compulsory civil liability insurance for damages caused by motor vehicles, Recommendation No. 5 adopted on 25 January 1949, replaced by Annex 2 to the Unified Resolution on Road Transport Adopted by the Working Party on Road Transport of the Committee on Inland Transport of the United Nations Economic Commission for Europe in Genova and the Internal Regulations of the Council of Bureaux in Brussels.

COMPENSATION

Payment of compensations to persons injured by road accidents produced on the territory of the Republic of Moldova by vehicles registered abroad, unidentified / illegally obtained or in for which a valid MTPL insurance has not been issued.

PROTECTION

Protection the victims of road accidents occurred on the territory of Republic of Moldova from involving vehicles abroad registered, as well as those uninsured, unidentified or illegally obtained vehicles.

GUARANTEE

Guaranteeing financial commitments as a member of the International Green Card Insurance System.

MANAGEMENT

Administration and use of the financial means of the Compensation Fund and the Street Victims Protection Fund.

POWERS

REPRESENTATION

Representing the Republic of Moldova in external relations within the Council of Bureaux, as well as foreign insurance companies that practice Green Card international insurance before the national authorities.

CONCLUSION OF AGREEMENTS

Concluding, signing and terminating agreements with other National Bureaux or bilateral agreements with bureaux that have not acceded to the Agreement between national bureaux, but which issue similar insurance documents.

CLAIMS HANDLING

Handling/settling of the claim files and, according to the legislation in force, compensating the injured persons as well as the damages resulting from the vehicle accidents occurred on the territory of the Republic of Moldova.

MONITORING

Overseeing the way in which members exercise their rights and fulfill their obligations under Green Card insurance contracts.

INFORMATION

Using the unique information system related to the compulsory motor third party liability insurance and the unique information system related to the MTPL insurance and providing information about the vehicles involved in a road accidents.
