NBMIM is a professional, non-commercial association, organized as a union of legal persons, based on the principle of compulsory membership of motor third party liability insurers as a member, which fulfills the prerogatives and responsibilities of the National Bureau in the Council of Bureaux of the International Green Card System. On 06.11.2024, in Chisinau, the Bilateral Agreement between the Guarantee Funds on the protection of visitors between the Romanian Motor Insurers' Bureau (BAAR) and the Moldovan National Motor Insurers' Bureau (BNAA) was signed.

What is MTPL insurance
It is a compulsory insurance, proven by the internal MTPL policy and / or ,,Green Card” insurance certificate, by which an insurer licensed to practice MTPL insurance undertakes, based on a premium paid by the insured, to compensate the damages caused by a car accident during the validity period of the insurance contract.
Concluding the MTPL insurance
The MTPL insurance is performed by concluding the insurance contract between the owner / user of the vehicle and the licensed insurer for this insurance product (see the list of licensed insurers below) and is completed on paper and / or by electronic technical means, according to the procedure established by the normative acts of Supervisory Authority.
The MTPL territorial coverage
The internal MTPL insurance is valid on the territory of the Republic of Moldova. The external MTPL insurance ,,Green Card” is valid outside Republic of Moldova, on the territory of the member states of the ,,Green Card” System as follows: Zone 1 - Ukraine Zone 3 - all Member States of the Green Card System.
The MTPL insurance premium
The MTPL insurance premium is determined annually by the National Bank of Moldova. The internal MTPL insurance policy and / or the ,,Green Card” insurance certificate is issued after the full payment of the insurance premium, which is calculated by applying to the basic insurance premium the rectification coefficients and the bonus-malus coefficient.
Risks covered by MTPL insurance
Internal MTPL insurance and/or ,,Green Card ” provides insurance protection and covers material damage and/or personal injury/death caused to third parties as a result of road accidents occurring on the territory of the Republic of Moldova and / or abroad.
